00 to 05 are standard FO3
06 needs no introduction
07 and 08 are standard for mods
09 has been renamed "Fallout 3 Redesigned", but it was also called Project Beauty HD. 
0A is well known and gives a bit more variety to energy weapon critical kills
0B adds monocular night vision devices you can get pretty early
0C adds a bunch of buildings you can explore in DC, spread all over the place.
++ is to fix up my muzzleflash problem, mostly cosmetic
0D is UI improvement, probably better than MTUI
0E and 0F are the big one... Lets you start OTHER than the Vault Dweller i.e. Lone Wanderer, similar to the one in FWE, that's Fallout Wanderer's Edition mod. This is V1.8 NOT hosted on NexusMods.
++ means they've been merged into the "Bashed Patch" at the end. These two are plugins for 09
10 is CASM, the autosave manager.
11 Do NOT download the map markers when prompted so you can be surprised when you do find them. It's mainly for convenience as it moved the Megaton marker to be in front of Moira's and added a marker for your player home when you get it.
12 Adds a selector switch for weapons that should have it: semi auto, burst, or full auto depending on the weapons
13 plugin for 0B
14 Fellout removes the green tint and improves the outside visuals a bit
15 plugin for 0B also
16 added an actual armor item to be discovered in the game, use with 0B
17 some extra perks you can choose from (you still get only 1 per level!)
18 lets you craft bobby pins from TinCans, probably not needed
19 part of 07
1A I like having grenade and sprint hotkeys, with a single key for each but only one plugin.
1B part of 07, probably redundant with 16, but it's standard package
1C Instead of adding skill points to your skills when you level, PMP lets you improve skills by doing things, and talking to NPCs to get trained (by paying caps).
1D Part of 08 to let merchants sell CALIBR rounds
1E Instead of making you level right away, it lets you defer the allocation of skills, perks, and SPECIAL points until you want it. Works well with 1C
++ Combo patch for EVE and PB
1F Another interior mod adds more explorable buildings out in the wastes.
20  ExtendedHotKeys -- improved hotkey handling, like weapon switching, and so on. I'm still figuring it out.
++ Quieter molerats is exactly what it says
21  GNR Enhanced adds similar songs to the GNR playlist, without messing up Three Dog's scripts
22  MegatonHouseExtraStorage adds a bunch of lockers, metal boxes, and luggage to your Megaton house, some of which may be a little glitchy.
23  Walkway adds a cross-walkway so you can walk across to Moira's and Moriarty's instead of down and up from your player house, lore friendly too
24  rmSorter is an advanced item sorter that will automatically sort the loot you carried home
25 Vendor More Caps levels up the caps available at vendors commensurate to your level
26  CouncilSeatFix fixes the Rivet City Council fight that if you side of Seagrave you get a copy of the railway rifle schematics, instead of just a discount.
27  EVE grenade explosion improves how regular grenades are handled visually (knocks nearby folks flat, even supermutants)
28 DC Street fixes some street orientation problems with the Wasteland. This is the BrokenSteel version, which supercedes the plain one
29 Purity Crash Fix fixes a problem with SuperMutant camp near Rivet City that seems to cause crashes
2A  MTCBigTownRoboFix adds the two robots that can be fixed as town guardians to beat back the supermutant attack (it's one of three solutions to defend the town).
2B  Rivet City Realignment -- fixes the compass problem at Rivet City
2C safe regulator HQ -- removed the two hostile spawn points right outside Regulator HQ that spawns dogs and radscorpions.
2D Realistic Interior Lighting as the name says, changes how lighting works inside buildings
++ HZSmoothlight makes the flashlight from your Pipboy more like a real flashlight
++ VendorCapsIncreased10X promised to add more caps to the vendors too, merged
2E Dogmeat gets a small boost in armor, and also now carries stuff for you (limited capacity)
2F LeatherBackpack gives me 50 pounds extra carrying capacity
30 enhanced blood textures and wounds, splashes, etc.
31  Personal Achievement list logs all the achievements (quest completion). This is SerapthTC's fixed version

4GB Patch -- can't play without it
GFWL remover -- install the latest, then patch it out
NVAC (it works in FO3 too)
FOSE -- can't play without it
EXE -- Effects Textures Enhanced -- improves even more textures
Fallout 3 Re-Animated -- makes 3rd person stances with two-handed guns better
Faster Pipboy Faster -- makes bringing up Pipboy faster
Stutter Remover -- I've added it back in
Glowing Skill and Pre-war books -- makes them easier to spot
Minimalistic Crosshairs -- better than the default crosshairs
Modern Combat Pistol Shooting -- makes 3rd person stances with pistols better
NMC's Texture Pack (performance version)
UIO, user interface organizer -- makes different interface mods compatible

Unlike most, I do NOT use stutter remover. I've had problems with it. YMMV.

This setup worked fine for hours of uncrashed playing on Win10 64-bit.
